CNSI Awarded 5-Year Contract by CMS to Operate and Advance its Medicare Advantage Encounter Data Processing System

CNSI Awarded 5-Year Contract by CMS to Operate and Advance its Medicare Advantage Encounter Data Processing System

McLean, VA, July 25, 2022 – CNSI, a leading provider of innovative healthcare technology products and solutions, announced today it has been awarded a new five-year contract from the Centers for Medicare and Medicaid Services (CMS) to continue operating, maintaining, and supporting CMS’ Encounter Data Processing System (EDPS) for Medicare Advantage (Part C) claims. The contract extends CNSI’s decade of work with CMS to modernize, scale, and support its EDPS as enrollment in Medicare Advantage plans continues to increase over traditional Medicare.

“The successes we have achieved with the EDPS program over the last 10 years demonstrate our commitment to anticipating and responding to our clients’ program needs and providing solutions and value as a true trusted partner,” said Todd Stottlemyer, CEO, CNSI. “We are honored to be recognized for the success of that work with a new contract opportunity that will allow us to further enhance and strengthen the CMS EDPS program.”

Encounter data contain the records of health care services provided to Medicare beneficiaries enrolled in managed care plans, known as Medicare Advantage. CMS collects and analyzes the data contained in the billed claims providers submit to Medicare Advantage organizations (MAO) to determine appropriate payment for MAO reimbursements. The EDPS automates the collection and analysis process to ensure timely payment resolution for tens of millions of encounters submitted each week.

CNSI began work on the CMS EDPS in 2012 and was awarded a five-year prime contract in 2017 to further modernize the existing system. Since then, CNSI completed migration of the EDPS to the AWS cloud, enabling the system to efficiently process over 1 billion encounters per year while also eliminating the encounter backlog. Additional modifications to optimize the EDPS have enabled the system to maintain 100% availability with near zero production defects and resulted in a 40% reduction in the program’s AWS infrastructure costs. Today, the EDPS is capable of processing up to 2 billion encounters per year.

According to the 2022 Medicare Advantage Competitive Enrollment Report, Medicare Advantage programs now account for 45% of all Medicare enrollment, with about 28 million program participants. The report projects those enrollments to increase to 50% of all Medicare enrollment by 2025.

CNSI Appraised at CMMI Level 4 for Products and Federal Programs

Capability Maturity Model Integration appraisal affirms CNSI follows data-driven management practices that support predictable quality and performance outcomes for our clients

McLean, VA – March 28, 2022 CNSI, a leading provider of Medicaid Enterprise Systems (MES) that help state and federal clients improve health outcomes and reduce costs,  announced today that its products and federal program divisions have been appraised at Capability Maturity Model Integration (CMMI®) Level 4 for Development. With this designation, CNSI stands among a select few U.S.-based healthcare technology developers of our size to achieve this level of process maturity.

CMMI is a global capability improvement model that helps organizations develop, benchmark, and strengthen their processes to improve business performance. The model consists of five levels of progressive maturity. Companies appraised at Maturity Level 4 adhere to quantitative, data-driven management practices that support objective risk analysis and modeling to deliver predictable quality and performance outcomes.

“Achieving CMMI Level 4 is a significant milestone for any company but especially significant in the public sector healthcare space, given that few companies of our size have achieved this level of program maturity,” said Todd Stottlemyer, CEO, CNSI. “This third-party validation underscores CNSI’s unwavering commitment to following processes that will consistently deliver predictable and repeatable outcomes that help our clients achieve their goals.”

In 2021, CNSI’s quality management system also achieved ISO-9001:2015 certification, which demonstrates the company’s commitment to standardization, continual improvement, and a strong client focus.

“Taken together, CNSI’s CMMI-4 appraisal and ISO:9001 certification demonstrate our team’s tenacious ‘measure twice, cut once’ approach that enables us to deliver quality products and solutions faster than our competitors,” said Bob McCord, President and Chief Operating Officer, CNSI. “That approach is evidenced by our 19-month implementation of Wyoming’s Medicaid Benefit Management System, which set the record in October 2021 as the industry’s fastest go-live ever.”

CNSI’s products include our signature evoBrix X™ suite, supporting claims adjudication and provider and consumer engagement for public sector healthcare clients. Our federal clients include the Department of Veterans Affairs, Department of Labor, and the Centers for Medicare and Medicaid Services for whom CNSI’s Encounter Data Processing System (EDPS) solution processes more than 1.3 billion annual Medicare Advantage encounters.

CNSI’s CMMI appraisal was performed by Entinex.

The funds were committed through the company’s corporate social responsibility program, CNSI Gives Back, which engages employees in philanthropic and volunteer opportunities to support the communities where they live and work.

“Helping our state and federal clients improve the health and well-being of our nation’s most vulnerable people is at the heart of the products and solutions we create,” said Todd Stottlemyer, CNSI CEO. “Helping others by giving our time, talent, and financial support is also part of the culture at CNSI, where being a good neighbor by serving our local communities is one of our core values.”

CNSI Gives Back supported our communities through the following company-wide initiatives in 2021:

  • Hunger Relief: Supported nine food banks throughout the U.S. and India with cash donations, pre-packaged food items, and face masks. This includes funds raised through a 5K team event, and through a CNSI employee/company year-end matching campaign.
  • Front-Line Nurse Thank You: Donated lunches, gift cards, and thank you notes to nurses at clinics and hospitals that serve low-income patients, including six U.S. locations and two in Chennai, India.
  • Education: Provided school supplies for low-income K-12 students in six U.S. school districts and one school in Chennai, India, including 20 laptop computers, and more than $1,000 to support a “dine with dignity” school lunch program. Also supported VA Ready initiative to help Virginians reskill for in-demand jobs.
  • Child Health: Contributed to child health, safety, and welfare initiative, Michigan Children’s Trust Fund, which designs programs to prevent child abuse and neglect.

Founded in 1994, CNSI has a proud history of supporting the communities where we live and work. Through CNSI Gives Back, the company champions activities and causes that promote a positive impact on the social determinants of health affecting education, health access, and healthier communities. In keeping with our core value to neighborly serve local communities, CNSI added a volunteer time off benefit for employees in 2021 that provides up to eight hours of paid leave for employees to volunteer in causes of their choosing.
