CNSI Inks New Contract to Provide Ongoing Operations and Maintenance Services for Maine’s Medicaid Claims Management System

ROCKVILLE, MD — CNSI, a fast-growing provider of innovative IT business solutions for government and commercial enterprises, today announced it has entered into an 18-month engagement with the State of Maine to provide ongoing operations and maintenance services for the Maine Claims Management System (MECMS) and the Maine Enterprise Information System (EIS). The value of the support services is $10.3 million, with another $4.3 million available for implementation of additional MECMS functionality.

ROCKVILLE, MD — CNSI, a fast-growing provider of innovative IT business solutions for government and commercial enterprises, today announced it has entered into an 18-month engagement with the State of Maine to provide ongoing operations and maintenance services for the Maine Claims Management System (MECMS) and the Maine Enterprise Information System (EIS). The value of the support services is $10.3 million, with another $4.3 million available for implementation of additional MECMS functionality. In December 2006, the state of Maine announced that it is considering migrating from a state-operated Medicaid claims processing model to an outsourced fiscal agent model. The fiscal agent will take over current State responsibilities and operate its new Medicaid system. CNSI will provide continued support of MECMS while the State transitions to the fiscal agent model.

“Transitioning to a new Medicaid claims management system is a challenging task for every state. CNSI and the State have worked diligently to resolve system constraints. With a claims adjudication rate averaging 97%, MECMS is processing claims at a rate higher than most state and commercial payers and surpassing the performance of the legacy system. Furthermore, we continue to make further improvements on a regular basis,” said CNSI’s VP of Technology, Dr. Vivek Gore, who also serves as the corporate project director for MECMS. “Despite the recent decision by the Department of Health and Human Services (DHHS) to pursue work with a fiscal agent vendor, CNSI remains committed to the citizens of Maine. We fully intend to support MECMS and the State until it completes transition to a fiscal agent model.”The new contract also calls for CNSI to continue its support of Maine’s Enterprise Information System (EIS), a Web-based case management system developed and deployed by CNSI in 2001 for Maine’s DHHS. EIS replaced several legacy systems with an integrated Web-centric J2EE system for managing the mental health, mental retardation, substance abuse, and children’s cases. In production for many years, EIS has undergone multiple phases of enhancements, which included updating the system regularly with more population groups. The system has a robust reporting module that allows the DHHS to satisfy federal and state mandates as well as court decrees.
