Arvinder Singh of CNSI Named 2006 Rising Star by Federal Computer Week

ROCKVILLE, MD — CNSI today announced Arvinder Singh was selected by Federal Computer Week magazine to receive the Rising Star Award for his efforts in pioneering the industry’s first Web-centric Medicaid Management Information System (MMIS). The Rising Star program is modeled after the Federal 100 awards program to recognize future leaders in the government IT community. The inaugural award, which FCW created with the Young AFCEANs of AFCEA International’s Bethesda, Md. Chapter, recognizes young people in the IT community for their innovation, leadership and contributions.

Chapter, recognizes young people in the IT community for their innovation, leadership and contributions. A panel of expert judges chose the winners from a pool of more than 180 nominations. Singh is one of 53 people being recognized, and one of only nine individuals from the private sector.”There is a new generation of young government IT innovators who are making significant contributions to our community, ” said Federal Computer Week Publisher Anne Armstrong. “This new generation will soon lead our industry, and we think it is important to recognize these individuals and their outstanding achievements. Built on J2EE technology and an n-tier architecture, eCAMS is the only Web-centric MMIS in production today. In 2001, the State of Maine’s Department of Health and Human Services (DHHS) sought a replacement solution for its 30-year old MMIS. Comprised of obsolete technology, the legacy system had become increasingly difficult and costly to maintain. Singh led a team of more than 60 individuals ranging from programmers, quality assurance, business and functional analysts to design and implement Maine’s new Medicaid system. Singh and his team built the system from the ground up, leveraging the latest methodologies and software technologies in its design approach. Susan Fox, president of Fox Systems, has worked closely with Singh.

For 19 years, FOX Systems has provided consultation to federal, state, and local healthcare clients in the selection and implementation of IT solutions. Fox stated, “Arvinder stands out in a field of many achievers as a visionary who grasps the importance of IT advances and is able to synthesize them into useful applications for the healthcare enterprise.”Based on its MMIS project with Maine, CNSI has won awards for MMIS implementations in two other states (Washington and Michigan), which will add more than $100 million in revenue for the organization over the next five years. “CNSI’s growth and innovation in the MMIS market are attributed to Arvinder and his team’s work on eCAMS, ” said CNSI President B.
