Wyoming Sets Historic Record for Fastest Medicaid Benefit Management System Implementation

McLean, VA – December 15, 2021 – CNSI, a leading Medicaid Enterprise Systems (MES) provider, today announced the completion of a more efficient, modern Medicaid Benefit Management System (BMS) for the Wyoming Department of Health that will help reduce the administrative burden on medical providers and lower costs for the state.

This system replaced Wyoming’s legacy Medicaid Management Information System (MMIS) that had been in place since 1993 and was used as the financial and accounting system for paying medical provider claims.

In the 51 years since the first MMIS was implemented nationally, the Wyoming project represents the only state system of this kind to be successfully implemented within 19 months of project initiation. Most projects of this type have been completed in 36 months, with many extending even longer.

The Department of Health directly administers Wyoming Medicaid and Kid Care CHIP, the state’s children health insurance program, providing health and long-term care coverage to low-income children, parents, seniors and people with disabilities.

“We needed to replace this outdated technology, which was inefficient to modify and had high maintenance and operation costs,” said Teri Green, state Medicaid agent and Healthcare Financing Division senior administrator with the Wyoming Department of Health. “We are pleased to have met our goal of implementing a new solution quickly with very little disruption to our providers and appreciate the dedication of the state staff working on this project with CNSI.”

Under the new system, ongoing programs and federal and state legislative changes in healthcare policy will be delivered more effectively (time) and efficiently (cost) to Wyoming residents than what was possible previously. Wyoming providers can also now enter claims for payment processing in real-time, allowing an opportunity for errors to be corrected immediately.

The state awarded the modernization contract to CNSI in 2020. CNSI’s modular health care platform is regarded as the most advanced Medicaid platform in the market, supporting Medicaid modernization efforts across seven states. Work on the $123.2 million eleven-year contract began in March 2020, and the new system launched Oct. 25, 2021.

“The Wyoming project represents accomplishments of historic proportions within the state government healthcare industry,” said Todd Stottlemyer, CEO, CNSI. “Working closely with the Department of Health staff, other technology vendors, providers and associations, CNSI and the Wyoming Department of Health were able to be the first with the lowest ‘time to market’ solution without compromising outcomes and quality.”

In addition to the technology system, CNSI is providing Wyoming with fiscal agent business operations services, claims processing, provider call center, technical support, infrastructure, and hosting environment.

Arizona and Hawaii evoBrix™ Provider Management Information System Module Certified by Centers for Medicare and Medicaid Services

McLean, VA – November 16, 2021 – CNSI, a leading provider of innovative technology products and solutions that improve health outcomes and reduce healthcare costs, announced today that Arizona and Hawaii’s evoBrix™ Provider Management Information System (PMIS) Module, developed and deployed by CNSI, was awarded full certification by the U.S. Centers for Medicare and Medicaid Services (CMS). Shared by both states through an innovative InterGovernmental Agreement, the evoBrix PMIS module is a next generation, cloud-based solution that represents a modern leap forward for the states’ Medicaid business units by streamlining the enrollment process and including such key functionality as screening, credentialing, verification, registration, and site visits.

Following two years of collaboration between CNSI and the Medicaid State Agencies (MSA) for Arizona (AHCCCS), and Hawaii (Med-QUEST) to design, develop, and deploy the evoBrix PMIS module, CMS informed the states of certification on Sept. 14, 2021. As a result, Arizona and Hawaii are now eligible to receive the maximum enhanced federal funding through Federal Financial Participation, retroactive to August 2020 when the PMIS module went live. The milestone is a direct result of the collaborative and tireless efforts of the AHCCCS/Med-QUEST/CNSI team.

CMS Modular Certification demands extensive system documentation production to meet all criteria defined in CMS’s Medicaid Enterprise Certification Toolkit (MECT) which validates that state PE modules meet applicable statutory and regulatory requirements.  The AHCCCS/Med-QUEST/CNSI team led live system demonstrations and prepared and delivered 159 evidence packets containing over 4,000 pages of material supporting PMIS Module compliance with the MECT.

“With this full approval from CMS for this MMIS module, AHCCCS and Med-QUEST are now poised to be able to streamline the provider enrollment process, improve the providers’ user experience, and eliminate previous manual enrollment processes,” said Kristen Challacombe, AHCCCS deputy director of business operations. “Moving to this cloud-based solution is one more step toward modernizing the technology we use to provide health care services to the nearly 2.2 million Arizona residents and 430,901 Hawaii residents enrolled in Medicaid.”

“CNSI shares AHCCCS and Med-QUEST’s commitment to give the medical provider community a seamless experience and allow them to focus on the most important thing: patient care,” said Todd Stottlemyer, CEO, CNSI. “We are honored to support Arizona and Hawaii in their respective missions: to reach across Arizona to provide comprehensive, quality health care to those in need, and to empower Hawaii’s residents to improve and sustain wellbeing by developing, promoting and administering innovative and high-quality healthcare programs with aloha.”

CNSI Completes Cloud Migration for Illinois IMPACT Provider Enrollment System and Electronic Health Record Medicaid Incentive Payment Program

McLean, VA – October 13, 2021 CNSI, a leading business solutions provider in developing and delivering innovative healthcare technology and management solutions, announced today that it has successfully migrated the Illinois IMPACT Provider Enrollment System (PES) and the Illinois Electronic Health Record Medicaid Incentive Payment Program (eMIPP) to Amazon Web Services’ (AWS) secure public cloud. The Illinois Department of Healthcare and Family Services’ (HFS) decision to migrate these systems to the cloud will bring cost savings to the state through improved scalability and flexibility. More than 250,000 active providers are managed through the Illinois PES annually.

CNSI announced in June that the state of Illinois selected the company’s Medicaid Management Information System (MMIS) for core claims processing, provider management, encounter data processing, and managed care performance management.

With the highest NASPO evaluation score in the multi-state claims processing evaluation, CNSI’s evoBrix® family of products supports public health enterprise modernization efforts across six states. Working with AWS, the company was first to move a MMIS platform to the AWS Cloud in Washington State in 2018. Building on that success, CNSI and AWS announced a new initiative in August 2021 to deliver next-generation MMIS technology and services on a cloud-native platform, accelerating an era of rapid deployments combined with real-time, actionable insights made possible through data integration and robust data analytics.

“Illinois’ decision to embrace the most current, scalable, and flexible provider enrollment technology will yield benefits and savings for the state for years to come,” said Todd Stottlemyer, CEO, CNSI. “We’re proud to be a part of their mission to help Illinoisans access high quality health care and fulfill child support obligations to advance their physical, mental, and financial well-being.”
