The American Recovery and Reinvestment Act of 2009 (Recovery Act) authorizes CMS to provide reimbursement incentives for eligible professionals and hospitals, who are successful in showcasing "meaningful use" of certified Electronic Health Record (EHR) technology.
"The Medicaid EHR Incentive Program will provide incentive payments to eligible professionals, eligible hospitals, and CAHs as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology in their first year of participation and demonstrate meaningful use for up to five remaining participation years." - CMS

The Medicaid statute will provide 100 percent Federal financial participation (FFP) for state expenditures for provider incentive payments and a 90 percent FFP match for state expenses for administration of the incentive payments and for promoting EHR adoption. CMS anticipates that states could begin incentive payments as early as January of 2011. In order to qualify for Medicaid incentive payments, Medicaid eligible professionals or hospitals must adopt, implement, or upgrade certified EHR technology the first year they participate in addition to meeting other qualifying standards

CNSI has developed a solution to help states manage the Medicaid EHR Incentive Payment Program. This modular solution, eMIPP, is built on MITA principles and uses a service-based framework to integrate with any existing MMIS system or other state systems. It also interfaces with the CMS National Level Repository (NLR), Office of the National Coordinator (ONC) and state level Health Information Exchanges (HIE). It is designed not only to fulfill the immediate requirement of allowing eligible providers to register and receive subsequent incentive payments, but also support and track the evolving requirements around "meaningful use".

CNSI's eMIPP solution suite includes Provider Registration, CMS's NLR interfaces, Eligibility Determination, and Data Capabilities to be the system of record for the states' EHR Medicaid Incentive Payment Program. The solution directly interfaces with CMS to receive and send required federal data. Payments to eligible providers are generated by sending requests to existing MMIS payment functionality.
