CNSI is currently seeking a Contracts Administrator to join its Washington MMIS team.

The Contracts Administrator provides complete oversight, responsibility and managerial direction to facilitate full and complete compliance with contractual requirements for an existing Medicaid Information Management System (MMIS) contract.   The Contracts Administrator has overall responsibility for the day-to-day project contract matters including compliance, risk mitigation and tracking and management of 3rd party subcontractors.  The Contracts Administrator serves as the principal point of contact for all contractual and compliance items at CNSI’s Washington office.

 

 

 Duties & responsibilities:

 

 CNSI’s Prime Contract with the State of Washington (State):

·         Supports Project Manager (PM) in documenting acceptance criteria for contract deliverables;

·         Supports PM in documenting any changes to SOW, deliverables, deliverable dates, acceptance criteria for deliverables;

·         Logs and tracks validity of firm offers in response to Change Requests;

·         Works with the PM to document any failures by the State of Washington Health Care Authority (HCA) in performing tasks on the critical path of CNSI’s performance obligations for both original contract obligations and Change Requests;

·         Monitors contractual commitments for deliverables and schedule dates; maintains spreadsheet of all deliverables; maintains SharePoint site calendar view for all project deliverable due dates; provides status of deliverables as input to bi-weekly and monthly status reports and escalates to PM and program manager when variances are identified; supports early warning on cost to complete variances;

·         Supports PM in managing client expectations regarding deliverables, acceptance criteria, schedule;

·         Tracks all “at risk” work activity and actively supports PM in getting State contract action to fund at risk work;

·         Supports PM in identifying the impact of change requests on existing commitments on deliverables and schedule;

·         Prepares contract communications with the State to escalate risks or issues related to deliverables;

·         Drafts waiver requests to address relief from critical deliverable dates.

 

CNSI’s Subcontractors on the project:

·         Supports PM in documenting acceptance criteria for subcontractor contract deliverables;

·         Supports PM in documenting any changes to SOW, deliverables, deliverable dates, acceptance criteria for subcontractor deliverables;

·         Administers SharePoint site to update the status of subcontractor deliverables;

·         Logs and tracks validity of subcontractor firm offers in response to Change Requests;

·         Works with the PM to document any failures by the subcontractor in performing tasks on the critical path of CNSI’s performance obligations for both original subcontract obligations and Change Requests;

·         Monitors contractual commitments for subcontractor deliverables and schedule dates; maintains spreadsheet of all subcontractor deliverables; maintains SharePoint site calendar view for all subcontractor project deliverable due dates; provides status of subcontractor deliverables as input to bi-weekly and monthly status reports and escalates to PM and program manager when variances are identified; supports early warning on cost to complete variances;

·         Supports PM in managing subcontractor expectations regarding deliverables, acceptance criteria, schedule;

·         Tracks all “at risk” work activity by subcontractors, and actively supports PM in communicating when funding will be available to cover subcontractor work;

·         Supports PM in identifying the impact of change requests on subcontractor’s existing commitments on deliverables and schedule;

·         Prepares contract communications with the subcontractor to escalate risks or issues related to subcontractor deliverables;

·         Drafts subcontract administration communications including funding mods, contract extensions, acceptance of firm offers, dispute letters, waivers to address relief from critical subcontract deliverable dates.

 

Required Skill

Primary Skills

Required Skills:

·         Bachelor’s Degree from an accredited university.

·         7+ years of experience as a Contracts Administrator.

·         Knowledge of government contracting, legal and regulatory requirements.

·         Experience working for a large system integration firm with Federal and/or State clients.

·         Outstanding written, oral and presentation communication skills

·         Strong work ethic and interpersonal skills

·         Highly skilled in a state government contractor environment managing contracts support for software development projects.

·         Knowledge/experience administering contracts for a State of Washington contractor a plus
